Cardiff Eye
This was Taken on 30th Nov just outside the Millennium Stadium there was a ice rink as well. I think this is the wheel that was at Windsor last year ? The picture was taken hand held and it was getting quite dark. Could I have done anything different, if I had a 2nd chance to do this shot again ? The settings for the camera on this one was
Exposure Time = 1/45"
F Number = F4
ISO Speed Ratings = 400
Exposure Bias Value = +1EV
Exposure Mode = Manual exposure

Nice shot!
It looks as though there is a curious perspective effect. The people are leaning left and the 'horizon' is tilted too. The outside leg of the support structure looks vertical, and (in order to stay upright) probably isn't.
However the wheel itself looks true. It's easier to demonstrate than explain so I've had a go at it, added below. Also added a background. It's still a bit odd, though.

I think it was done with a fisheye lens and I corrected the verticals by using the lamp post and for got to look at everything else (DOH!)
If I can find the unedited version I will post that up and maybe that will spread some light on it ?
P.S. I like the way the lamp flare seams to point towards the middle of the wheel. planned of course ( not!)
Just off a long flight back to UK so I may be going to be like the annoying guy on the left in that panel of 4 who grace a lot of people’s screens on a Saturday evening! I think this looks like a great technical shot – I agree with John’s tweaks also.
I will also ask however – what is the message? There is a slight danger that with such a great subject we don’t always have a message for the viewer. What’s happening in the foreground? – it could be that you might want to have something happening there – but (and it may be that I can’t see it on the screen) it doesn’t look like the people at the base are doing anything for the image except perhaps the person in the red coat – so I suggest either de-emphasising them or maybe waiting to shoot until you have happening something that you want.
Whether deliberate or not the lamp flare pointing to the middle adds to it – I would take out the vertical line in the sky on the LHS if I were you. I would also say that the wheel is a bit central – it would be better to the right to give it room to “look left”.

Thank you Paul seeing you have only just got back.
The picture was not a planned picture but was on our way home and so it was a "snatch" picture I was more interested in the photo settings in low light and not the message in the picture (I don't really think I can put all that together yet ? hehe)
Any way as promised the untouched picture.
It's open to any one to play with and I would love to see your ideas on what editing you would do to it. I can supply a link to the full size picture if required rather than the cropped one.
p.s. I think I am getting to like this low light photography
